The United States
Government
Accountability
Office (GAO)
has issued a report on Intercountry Adoption, at the request of
Senator Lugar, Chairman of the Foreign Relations Committee.
The focus
of the report is on two Government Agencies: Department of State (State)
and Department of Homeland Security (DHS) U.S. Citizenship and
Immigration Services (USCIS). The report describes the intercountry
adoption process, accesses USCIS’ and State’s efforts to manage the
process, accesses the U.S.’s efforts to strengthen safeguards and
mitigate against the potential for fraudulent adoptions and lastly,
describes the Hague Convention and United States’ status of
implementation. Two recommendations are made at the conclusion of the
report, both of which focus on USCIS.

Maura Harty, of the Department of State, sent a letter to JCICS in
response to our October 3 letter, in which along with several other
NGO's, we expressed concern over the situation in Russia and Eastern
Europe.

JCICS, along with several other NGO's, sent a letter to the Department
of State addressing concern over the situation in Russia and Eastern
Europe and requesting proactive assistance from the Department of State.

June, 2005 - JCICS has produced a White Paper (position paper)
which articulates points and suggestions on what child welfare
legislation should include.
JCICS White Paper on International Child Welfare will be shared
with contacts in the US and foreign governments to help create workable
solutions to policy issues that impact children around the world.
