Country Status

Paraguay is currently CLOSED to adoptions by US citizens. 

Paraguay acceded the Hague Convention on Intercountry Adoption.  Because of this action, adoptions have ceased with countries that have not yet implemented the Convention.  (The United States is in the process of implementing the Convention.)
 

 

May 2004

The Department of State strongly advises against American citizens initiating adoptions from Paraguay.  The Paraguay government has put a hold on any new cases for international adoption until its Center for Adoptions is opened as part of its implementation of the Hague Convention on Intercountry Adoption.  Even once the center has opened, Paraguay will only recognize families that are citizens of countries that have also ratified the Convention.
